MS Outlook intermittent send/received issue

When you attempt to connect to Exchange Server by using Outlook Express or another Post Office Protocol (POP3) client, you may receive the following error message:

There was a problem logging onto your mail server. Your Password was rejected. Account: 'alias on Server', Server: 'server', Protocol: POP3, Server Response: '-ERR Logon failure: unknown user name or bad password.', Port 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC92
Also, Event Viewer may report the following events:
Event Type: Error
Event Source: MSExchange Pop3 Interface
Event Category: Configuration
Event ID: 11508
Accept clients on POP3 interface failed in function HrRegisterProtocol with error 0x2740.
Event Type: Error
Event Source: MSExchangeIS
Event Category: General 
Event ID: 1194
Accept clients on external interface POP3 failed with error 0x80004005.
If this issue persist you may proceed to try on turning off your anti virus programs for a period of times and try to send out the email again if it is still the same restart your application as well as turning off the anti virus will help on this.
